China (Guangxi) Pilot Free Trade Zone
I.Strategic positioning and development goals
By fully implementing the requirements of the central government to build a new strategic fulcrum for the opening up and development of the southwest, central and south regions of China, and by giving play to the unique advantage of Guangxi being adjacent to ASEAN countries by land and sea, efforts will be made to build a new international land-sea trade corridor facing ASEAN as the passage to sea for the southwest, central, south and northwest regions of China so as to make Guangxi an important gateway connecting the 21st Century Maritime Silk Road and the Silk Road Economic Belt. After three to five years of reform and exploration, we will strive to build a high-standard and high-quality free trade zone that is convenient for trade and investment with improved financial services, safe and efficient supervision, and prominent influence and that may lead the open cooperation between China and ASEAN.
II. Scope of implementation
China (Guangxi) Pilot Free Trade Zone consists of three areas totalling 119.99 sq km: the Nanning Area (46.8 sq km, including the 2.37‑sq km Nanning Comprehensive Bonded Zone), the Qinzhou Port Area (58.19 sq km, including the 8.81‑sq km Qinzhou Free Trade Port Area) and the Chongzuo Area (15 sq km, including the 1.01‑sq km Pingxiang Comprehensive Bonded Zone).
III. Main features and highlights
1. Building the new international land-sea trade corridor. The China (Guangxi) Pilot Free Trade Zone focuses on accelerating the building of an international corridor that runs through the western region and faces ASEAN. Through the implementation of a series of innovative pilot tasks and policies, we will speed up the construction of a land-sea gateway port and a China-Indochina Peninsula land gateway. The multi-modal transport system will be built with sea-rail combined transport as the backbone so as to improve the integrated modern logistics system of land, sea and air. Implementation paths and specific measures will be proposed for better connection to the "Belt and Road".
2. Building a new model of border cooperation. The opening up in Guangxi's border areas enjoys a solid foundation with huge room for innovation and exploration. The Guangxi Pilot Free Trade Zone will focus on in-depth opening up and cooperation in border areas and promote innovative reforms such as cross-border trade, cross-border logistics, cross-border finance, cross-border tourism, and cross-border labor service cooperation so as to provide experience that can be replicated by border regions across the country in deepening mutually beneficial cooperation and enhancing good-neighborly and friendly relations with neighboring countries.
3. Building a pilot demonstration zone for cooperation with ASEAN. In recent years, Guangxi has made many innovative explorations in promoting the construction of the China-ASEAN Free Trade Area and developing international cooperation focusing on ASEAN. Guangxi Pilot Free Trade Zone will further expand cooperation with ASEAN countries in logistics, trade, industry, finance and other fields, effectively promote the agglomeration of open industries, and promote the integrated development of China and ASEAN regional economies.
